Hurricane Emergency Management
The SCAD Hurricane Emergency Management project presents a comprehensive approach to addressing hurricane-related challenges faced by off-campus students at SCAD Savannah.
Year :
2024
Industry :
Systems Design
Client :
Savannah College of Art and Design
Project Duration :
10 Weeks

Problem :
The project was inspired by the critical need for a robust hurricane preparedness and emergency management system at SCAD, specifically to support the unique needs of off-campus graduate students in Savannah.
Due to Savannah’s frequent exposure to tropical storms and hurricanes, students often face disruptions in living conditions, access to resources, and academic routines, all of which can impact their well-being. Significant gaps in the current support system, such as limited evacuation assistance, delays in communication, and insufficient access to essentials like food and water, further stress the necessity of a more comprehensive approach.
Additionally, students have expressed a strong need for clearer guidance and mental health support to manage the anxiety these events can bring. Our project aims to address these needs by designing a proactive, student-centered system that fosters resilience within the SCAD community and aligns with existing emergency protocols to promote safety, support, and community collaboration.

Problem Statement:
SCAD Savannah experiences frequent hurricanes that pose significant risks to student safety, especially for graduate students living off-campus. Although the university collaborates with local authorities, sends alerts via email and SMS, and provides limited assistance, there remains a critical gap in off-campus students' preparedness and access to resources during hurricane events. This project aims to develop an emergency kit and a user-friendly mobile app to enhance personal safety and preparedness, helping students stay informed, equipped, and responsive to hurricane threats.

Solution :
The project proposed two student-centered solutions designed to address the unique challenges SCAD students face during hurricanes, focusing on self-sufficiency, peer support, and streamlined access to resources.
Emergency Hurricane Student Kit – “Bee Guard”
The Bee Guard kit provides SCAD students with essentials for safety and independence during hurricanes, including food, water, first aid, flashlights, hygiene items, and a preparedness manual. Especially helpful for off-campus students, it promotes self-reliance, reducing dependence on external support during short-term disruptions.
SCAD Community Platform – “BeeNetwork”
BeeNetwork enhances student resilience by enabling peer connections and resource-sharing during hurricanes. Students can coordinate transportation, offer or find shelter, share essentials, and access live updates, creating a supportive, community-driven safety net for collective safety.
Stakeholder Collaboration for Effective Response
Effective hurricane management at SCAD depends on a close collaboration between the university administration, local emergency management agencies, and the student body, each with distinct yet interconnected roles. The SCAD administration leads by implementing clear evacuation protocols, activating emergency alerts, and updating students in real time. By coordinating with local authorities, SCAD can ensure that decisions regarding campus closures and evacuations align with the latest regional guidance, making the evacuation process more organized and reliable for students. The administration also plays a key role in preparing accessible shelter options for students unable to evacuate independently, helping to safeguard the entire student community.
This collaborative model of emergency management promotes resilience and readiness, ensuring that SCAD students, staff, and the Savannah community are better prepared for future hurricanes.
